What is the TDLR ITTD Requirement? Everything You Need to Know

The Impact Texas Teen Drivers (ITTD) is a mandatory 2-hour video program for anyone aged 14–17 completing a Texas driver education course. You must finish your Time2renew course first to get your DE-964 certificate before you can register for the ITTD. The ITTD certificate is only valid for 90 days, so timing is critical before your road test.

The Final Step Before Your Texas Road Test

Many students complete their 32 hours of theory and 44 hours of driving, only to be turned away at the DPS because they are missing one specific document: the ITTD Certificate. As of 2026, the Texas Department of Licensing and Regulation (TDLR) and the DPS strictly enforce this "Impact" requirement to reduce distracted driving among young Texans.

What Exactly is the ITTD Program?

ITTD is a free, supplemental safety program developed by the Texas Department of Public Safety. It features powerful, real-life stories about the dangers of distracted driving.
  • Who needs it: Any teen (14–17) who has completed a Parent-Taught (PTDE) or commercial driver ed course.
  • Duration: Approximately 2 hours, divided into several video segments.
  • Cost: Free of charge on the official DPS Impact Texas Drivers website.

The Prerequisites: Why You Need Time2renew First

You cannot jump straight into the ITTD video. The system requires a Driver Education Certificate Number to register.
  • Complete the Course: You must finish your full 32-hour theory program with a licensed provider like Time2renew (School #C3244).
  • Receive Your DE-964: Once you complete our course, we issue your official DE-964 certificate.
  • Register for ITTD: You will enter the certificate number from your Time2renew DE-964 on the DPS ITTD portal to begin the video.

Crucial Timing: The 90-Day Expiration Rule

This is the part that trips up most applicants. Your ITTD certificate is not permanent.
  • The Rule: The certificate expires exactly 90 days after it is issued.
  • The Strategy: Do not watch the ITTD video until you have scheduled your road test. If your road test is 4 months away, your ITTD certificate will be expired by the time you arrive at the DPS, and you will not be allowed to test.

What Happens After You Watch the Video?

Upon finishing the 2-hour program, a certificate will be emailed to you.
  • Print It: The DPS requires a physical, printed copy of the ITTD certificate.
  • Sign It: Both the student and the parent/guardian must sign the certificate.
  • Pack It: Keep it together with your Time2renew completion certificates and your VOE (Verification of Enrollment) from school.

Why ITTD and Time2renew Work Together

While the ITTD focuses on the emotional impact of distracted driving, Time2renew provides the technical foundation of Texas driving laws, road signs, and safety maneuvers. Together, they ensure that Texas teens are not just "licensed," but truly "prepared" for the responsibilities of the road.
