August is bringing a mix of news for Texas policyholders and agents — from a new health insurance affordability plan to fraud warnings, storm relief guidance, and upcoming auto rate hikes. Here is what you need to know.

Governor Abbott Unveils Health Insurance Affordability Plan

Texas Governor Greg Abbott presented a new initiative on August 3, 2026, aimed at expanding access to affordable health insurance coverage. The plan focuses on helping small businesses offer coverage to their employees by accessing health plans exempt from certain state-mandated coverage requirements.

According to Abbott, the proposal would reduce health insurance costs for the average Texas family by more than $1,000 per year and allow small businesses to save nearly 20% on health coverage. The initiative could bring more than one million Texans into the insurance system.

The plan has received support from the National Federation of Independent Business (NFIB), which called it "an excellent first step" toward expanding access to more affordable coverage. The proposal comes after an NFIB report found that concerns over health insurance affordability and availability are five points higher in Texas than the national average.

TDI Warns of Fake Auto Insurance Policies

The Texas Department of Insurance (TDI) issued a warning to consumers about a growing trend of fake auto insurance policies sold online.

Scammers without a TDI license collect money but never use it to purchase actual coverage with an insurance company. Fraudsters often target victims on social media with unusually low-cost insurance offers.

"If you pay for a policy and then get into a car accident, you attempt to file a claim and find out the policy you have isn't valid," said Fraud Unit investigator Capt. Kevin Lemon.

To protect yourself:

  • Call TDI's Help Line at 800-252-3439 or use the online agent lookup tool to verify that an agent has a TDI license.
  • Don't pay for insurance using third-party apps — only use official insurance company apps.
  • Be wary of pressure tactics. Legitimate plans won't have arbitrary purchase deadlines.
  • After buying a policy, call the insurance company directly to confirm the policy exists in your name.

Insurance fraud affects everyone, investigators noted. Fraud costs drive up premiums for all policyholders.

TDI Issues Disaster Relief Guidance After July Severe Storms

Following Governor Abbott's July 2026 severe storms and flooding declarations, TDI issued Commissioner's Bulletin #B-0006-26 on July 20, 2026. The bulletin provides nonbinding disaster guidance urging insurers and HMOs to provide flexible, consumer-friendly treatment.

Key expectations for insurers:

  • Educate consumers on FEMA and other disaster assistance
  • Properly title flood-damaged vehicles
  • Suspend vacancy provisions for temporarily displaced policyholders
  • Offer reasonable grace periods on premium payments
  • Provide prior TDI approval before restricting new personal auto or residential
  • property writings due to catastrophic events

The bulletin also highlights appraisal rights in personal auto and residential property policies issued or renewed after January 1, 2026. TDI reiterated that public adjusters must be licensed and follow advertising and solicitation restrictions.

TAIPA Auto Insurance Rates to Increase November 1

TDI approved changes in rates for the Texas Automobile Insurance Plan Association (TAIPA) on June 22, 2026, effective November 1, 2026. The changes represent an overall 2.8% increase for private passenger automobile and a 4.9% increase for commercial automobile.

TAIPA provides coverage for drivers who have been denied by at least two Texas-authorized insurers. The new rates apply to both new and renewal business.

FAIR Plan Updates: Homeowners Rates Dropping, Dwelling Coverage Rising

TDI approved the Texas FAIR Plan Association's 2026 residential property rate filings, effective September 1, 2026.

Rate changes by policy type:

  • Homeowners: -2.6% (decrease)
  • Condominium: -7.5% (decrease)
  • Tenants: -25.0% (decrease)
  • Dwelling fire: +3.5% (increase)
  • Dwelling extended coverage: +21.6% (increase)

While homeowners and condominium rates are decreasing, dwelling fire and extended coverage policies will see significant increases.

Texas Ranks Among Highest for Home Insurance Costs

Texas remains one of the most expensive states for home insurance. The average Texas homeowner pays $331 per month in home insurance premiums, the second-highest in the nation. Home insurance now accounts for 14.4% of monthly housing costs in Texas, the third-highest percentage in the country.

According to Insurify projections, the average annual premium in Texas could reach $4,529 by the end of 2026, ranking Texas among the top five highest in the country.
