Texas Insurance CE 2026: New Requirements and Key Updates for Agents
If you hold a Texas insurance license, 2026 brings a few important updates to continuing education (CE) requirements — including a major shift in how CE compliance is tracked.
Here's what every Texas insurance agent needs to know about CE in 2026.
The Basics: 24 Hours, No Exceptions
Most Texas insurance agents — including general lines, personal lines, and adjusters — must complete 24 hours of continuing education every two years.
The breakdown:
| Requirement | Hours |
|---|---|
| Ethics and Consumer Protection | 3 |
| General CE | 21 |
| Classroom or classroom-equivalent | At least 12 |
Ethics requirement: For licenses expiring on or after September 30, 2022, the ethics requirement increased from 2 hours to 3 hours. That means all agents renewing in 2026 must complete 3 hours of ethics.
Classroom-equivalent rule: At least 12 of the 24 hours must be completed in a classroom or classroom-equivalent format. You can't take all 24 hours as self‑study — only 12 will count.
The Major Change: Mandatory CE Electronic Tracking Starts September 1, 2026
This is the biggest CE news for Texas agents in 2026. Starting September 1, 2026, Texas will require electronic tracking of CE compliance for licensed professionals.
Under Senate Bill 912, passed during the 89th Texas Legislative Session, regulatory agencies are now legally prohibited from renewing a license unless a centralized electronic system confirms CE compliance.
What this means for you:
- Your CE completion must be verified electronically before your renewal is processed
- Paper certificates alone are no longer enough — your provider must report your completion to the state system
- Check your CE transcript on Sircon after every course to verify that your hours are recorded
The Deadline: No Grace Period
Your CE must be completed before midnight Central Time on your license expiration date. There is no grace period.
Penalties for missing the deadline:
- $50 fine for each missing CE hour
- You have a 90-day window to complete deficient hours and pay fines
- If you don't resolve the deficiency within 90 days, your license is inactivated and you must apply for a new license
Pro tip: TDI recommends completing CE at least 30 days before your license expires to allow time for reporting.
Specialty CE Requirements
If you sell certain products, you need additional training on top of the 24 hours:
| Product | Ongoing CE |
|---|---|
| Annuities | 8 hours annuity-specific CE each term |
| Long-Term Care (LTC) | 4 hours LTC CE each reporting period |
These are separate from your 24 general CE hours.
The Bottom Line
2026 brings a major shift for Texas insurance CE: SB 912 requires electronic verification of CE compliance starting September 1. Make sure your provider reports your hours electronically, check your transcript on Sircon, and complete your CE at least 30 days before your expiration date to avoid fines and delays.
