Texas Insurance CE 2026: New Electronic Tracking Rule Starts September 1

If you hold a Texas insurance license, there's a major change coming to how your continuing education (CE) is tracked. Starting September 1, 2026, Texas will require electronic verification of CE compliance before your license renewal can be processed.

What's Changing

For years, Texas agents managed CE on an informal honor system — take a course, get a certificate, file it away. That changes on September 1, 2026.

Under Senate Bill 912, passed during the 89th Texas Legislative Session, TDI must verify CE compliance through an electronic system before processing a license renewal. Paper certificates are no longer sufficient on their own.

The new reality: Your CE provider must report your completion to the state electronically. If it's not in the system, your renewal won't go through.

What Hasn't Changed

The underlying CE requirements are the same:

Most Texas agents need 24 hours of CE every two years, including:

  • 3 hours of Ethics and Consumer Protection
  • At least 12 hours in classroom or classroom-equivalent format
  • Remaining hours from general CE courses

Specialty CE — If you sell annuities or long-term care, you still need additional training on top of the 24 hours.

How to Stay Compliant

1. Check your Sircon transcript after every course. Don't assume your provider reported your hours. Log in and verify each course appears in your record.

2. Complete CE at least 30 days early. TDI recommends this, and with the new electronic verification requirement, it matters more than ever. If there's a reporting issue, you need time to fix it.

3. Know your deadline. CE must be completed before midnight CT on your license expiration date. There is no grace period. Missing the deadline means a $50 fine per missing hour and a 90-day window to resolve deficiencies before your license is inactivated.
