Work Zone Safety Now Required (SB 1366)
Starting September 1, 2026, every driver education course and driving safety course in Texas must include instruction on construction and maintenance work zones.
This change comes from Senate Bill 1366, passed during the 89th Texas Legislative Session.

As of January 2026, TDLR no longer mails a physical Teen Driver Course Program Guide. It is now $20 and delivered by email only.
Why this matters: You must order the guide before starting any coursework or practice driving. Hours completed before you have the guide do not count.

Who can teach:Â The instructor must hold a valid Texas license for at least 3 years, have a clean driving record, and be the teenâs parent, legal guardian, or a qualifying adult 25 or older.
Adult Driver Education Rules in 2026
Ages 18 to 24: You are required to complete a 6-hour Adult Driver Education course before getting your first Texas license. The course is TDLR-approved, 100% online, and the final exam replaces the DPS written test entirely.
Ages 25 and older: You are not required to take the course. However, taking it waives the DPS written knowledge test â you skip the written test at the DPS and go straight to the road test.
ITAD required for all adults: All adult applicants must complete the free Impact Texas Adult Drivers (ITAD) program before the road test. The certificate is valid for 90 days â complete it close to your road test date.
Two certificates for teens: For teen drivers, you need two different certificates: DEâ964E (after Module 1) for the learnerâs permit, and DEâ964 (after full completion) for the provisional license.
